Hospital Group Purchasing Organizations (GPOs) could be monopolies / prevent fulfillment of important medical supplies or drugs

"GPOs originated as hospital buying clubs, consolidated catalogs of medical supplies available at discount prices...It started in 1987, when lobbyists convinced Congress to weaken the anti-kickback laws that had kept GPOs honest. Freed from a prohibition on taking bribes, GPO buyers began to source hospital supplies based on the size of the 'commission' rather than value for money."
