U.S. hospitals could not make mistakes in billing people for rape kits

"In 1994, the Violence Against Women Act (VAWA) required states to provide free sexual-assault forensic exams in order to be eligible for crime-prevention grants. It was amended in 2005, to clarify that victims don’t have to report the crime to police for the exam to be covered, and again in 2013, to ensure survivors can’t be made to pay out of pocket, even if they will be reimbursed later.... And yet, despite federal and state laws, government investigations, and countless media reports uncovering wrongdoing over the years, sexual-assault victims nationwide continue to be routinely and illegally billed for their rape kits."
