The U.S. foreign service could be more professionalized

"Professions have certain common characteristics. One of them is, by the way, tutelage by elders, a period of apprenticeship. That has now been substituted in the military, the legal profession, and the clergy, by specialized schools.A second characteristic that a profession has is a self-certifying process. Another characteristic is a code of ethics."
