NYC community boards could have more power and/or have elections

"This all raises the question: why can't the city's community boards veto proposals, and why aren't they elected rather than appointed? According to those who study the history of city politics, the question of a veto vote really comes down to a power struggle between the boards, the borough presidents, and City Hall."
