A workforce "skills gap" between employers and workers could be made up

"One, the employer’s location may make it difficult to find the particular technical skills necessary for the enterprise. Two, the employer may not be willing to pay the wage that would attract the workers with the necessary skills. Three, jobs are rapidly changing in an ever-more technological world, and the skills connected with those jobs need to be constantly updated."
