Hospital Group Purchasing Organizations (GPOs) could be monopolies and prevent fulfillment of important medical supplies / drugs

"GPOs originated as hospital buying clubs, consolidated catalogs of medical supplies available at discount prices...It started in 1987, when lobbyists convinced Congress to weaken the anti-kickback laws that had kept GPOs honest. Freed from a prohibition on taking bribes, GPO buyers began to source hospital supplies based on the size of the 'commission' rather than value for money."
