Rikers Island prison could improve

"What has the city done for Rikers, since inmates will be stuck there for another seven years? The city spends $1.3 billion a year in operating funds, up 14 percent since the final year of the Bloomberg administration.Yet that money goes to staff. What about physical conditions?"
