Government contracting rules could have two overarching rules to serve taxpayers better

"Instead, they're replaced by two rules: 'Act in the best interests of the American taxpayer'; and 'Every purchasing and purchasing-related action made on behalf of the government must be made public and easily accessible on the internet using open, human and machine-readable formats.'"
